Band 7 - $114,501 to $128,270 p.a. dependent on experience + 12% superannuation

About the Role:

The Team Leader Drainage is a new role within the Transport & Engineering team, providing leadership and technical expertise in the assessment of development-related infrastructure referrals, serving as a primary authority on complex hydraulics and stormwater management for private development. 

The role provides high-level technical supervision to ensure assessments are consistent, compliant, and delivered within statutory timeframes. As a critical interface between developers and Council, the Team Leader resolves complex technical conflicts and coordinates multi-disciplinary engineering inputs to support the effective operation of Council’s planning and infrastructure services.

You will be responsible for:

  • Leading the engineering referrals function to drive safe and sustainable infrastructure outcomes.
  • Proactively influencing development designs to embed IWM principles and Water Sensitive Urban Design (WSUD) into private sites.
  • Supporting and advising the Drainage Referrals Engineer with continuous review and improvement in customer service and processes and managing the impact of development and growth on the stormwater system.
  • Acting as the primary escalation point for sensitive or high-conflict engineering matters, and representing Council in high-level negotiations with developers, consultants, and service authorities.

Key Selection Criteria:

To be successful in this role, you will bring the following skills and competencies:

  • Degree or Diploma in Civil Engineering or equivalent Engineering qualification recognised by the Institution of Engineers, Australia and diverse experience in drainage engineering (Registered Professional Engineer preferred)
  • A minimum of four years’ experience in the civil drainage asset engineering field involving stormwater, development referrals, water sensitive urban design and other urban water issues
  • Ability to assess and recommend actions in relation to complex stormwater and subterranean water problems using a variety of data sources and tools including Desktop GIS and advanced MS Excel
  • An understanding of and ability to apply legislation in relation to stormwater drainage, particularly the Victorian Local Government Act 2020, the Water Act 1989 and developer drainage contributions
  • Excellent communication (written and verbal) and interpersonal skills with the ability to mentor, lead and develop a small team and liaise with a variety of internal and external contacts 

Mandatory pre-employment requirements:

  • Be willing to undergo and complete a satisfactory criminal history check
  • Provide or obtain an employment-based Working with Children check
  • Current Victorian Drivers Licence
